  According to this viewpoint, the government's arrangement can ensure sufficient supply of human resources for the society and avoid students' choosing subjects blindly. For example, the number of enrolment in science subjects declines in recent years because students are keen on learning practical subjects that are more useful in employment. However, this trend may adversely affect the research of basic science, and therefore, it is reasonable for the government to move some students from practical subjects to science subjects.

  However, some people argue that choosing the major subject is a personal decision and the governmenfs intervention is unjustified As the government does not know students' characteristics, it is less likely to match every student with his or her favorable subject Some students may end up in a major subject that they dislike or they are not interested in.
